ADR : Choose a default runtime for zero config deployments

Lots of effort is put to choose an implementation. This is good. It ensure that the decision are not random and that we have high quality engineering.

HAClusterTopology always asks for Brocade related secrets, even when no brocade switch present in the inventory

This PR allows to take into account unmanaged switched: NationTech/harmony#187

It does'nt solve the whole issue, but may be part of it.
