For design review. Not for merge.

  • examples/harmony_tenant_backup/DESIGN.md: the target design. Tenants opt in with TenantBackupScore in their own namespace; each backup instance gets its own bucket, append-only writer, restic password and config. No pruning; retention is a ticket and bucket deletion after a grace period.
  • examples/harmony_tenant_backup/: the earlier v0 (per-namespace planner/worker, snapshot-to-clone, monthly rotation, -setup binary). Kept as-is for review; it does not implement the design yet.

Open: restic password custody, tenant-visible backup status.

cargo fmt --check, cargo clippy and cargo test -p harmony-tenant-backup pass (8 tests).
