Jean-Gabriel Gill-Couture bd62eaa676 feat(fleet-operator): aggregator recovery signal + orphan GC + recovery e2e (Ch2)
Operator restart + aggregator recovery (v0.3 plan Ch2): OperatorLiveness
latch (Recovering → Converged) set once all three cold-start sources
replay, dashboard recovery banner, InitDone-driven GC of desired-state
orphaned by CR deletes that happened while the operator was down, and
per-scenario recovery e2e. Squashes the three follow-up fixes that
sharpened the e2e assertions (re-create vs survive, scenario 4, dedup).

Rebased onto the ADR-025 groups design: watchers carry both the
secret-grant handle and the liveness latch; the group-membership poll
joins the aggregator's task set.
